Uninstall Turbine Download Manager?

I used to play LOTRO and had to use “Turbine Download Manager”(TDM) to download the game. Well, I uninstalled LOTRO and have been unsuccessful in my quest to uninstall TDM. I’m not a moron with computers, I’ve tried everything I know to get rid of the program, but it still seems to pop back up after a restart. Below are the things I’ve tried to do to get rid of the program.
Typical uninstall – run the uninstaller in Start>Programs>… {{said it uninstalled sucessfully but did nothing.}}
Uninstall from “Add or Remove Programs” in Control Panel. {{disapeared until I restarted computer.}}
Uninstall in safe mode with and without networking enabled. {{re-appeared on restart}}
manually delete the program files for the program hoping I could atleast get it to crash when it tried to launch the link to the .exe which shouldn’t exist now. {{re-appeared on restart}}
Removed from startup programs list multiple times. {{Still somehow starts up without the .exe to launch and it doesn’t appear in startup programs anymore}}
I tried a virus scan with Vipre and it found nothing.
I marked the program as malicious and told Vipre to get rid of it and tried to “quarenteen” it and it still just disappeared until a restart of the computer.
I honestly have no idea what else to do. I can end process for it and it goes away until I restart. It isn’t slowing down my computer, or even downloading anything anymore(I told it to pause) it’s just annoying to have and no be able to get rid of it. Has anyone else had this problem or does anyone have other ideas of how to get rid of it? Thanks ahead of time.

    if you can not uninstall a program in control panel, you need to use an uninstaller helper. As for me, I always use Perfect Uninstaller to uninstall the programs. it is easy and convenience to use. It works for me for years and always works very well :D . You can try it:
