My Pc Keeps Using Wcault.exe, Even After I Set Download Limits To Once A Week. How Can I Stop Wcault.exc?

My computer slows down a lot. The problem seems to be Wcault.exe This program is in my “processes” window, and is the automatic download program for windows. The “cure” is supposed to be one of two things. One is to set the parameters for automatic downloads to “never” or once a week. That hasn’t stopped the exe. from running several times a day. The other solution is to go into windows programs and to delete it (not recommended). Well I tried that too, and I STILL get the process.
I have run a full Avast anti-virus search, defragged, and dropped all of my cookies. I only go to a few news sites, my e-mail, and you-tube on occassion. I appreciate any ideas in advance, as well as any tips on how to get rid of other unwanted processes.

    I click start, run then type in services.msc scroll down to windows update, double click it and disable it there. Restart the computer. Then once a week I go back into services.msc and enable it to get my updates.
